Abstract

    Liang Qichao’s intellectual and political writings have been widely studied, but his ideas on foreign and domestic debts are still insufficiently understood. Between 1904 and 1914, he published 12 articles on these problems; some are comments on the Imperial government’s policies, some offered new proposals. This study reevaluates Liang’s many ideas on national debt and explains why his proposals were not feasible in the context of the deteriorating economic structure and confusing financial environment of that period.
